The firemen should have put the fire out, no questions asked. That's their job. They aren't accountants.
Then they (FD, city gov't, whatever) should bill the family for the full amount.
Their job includes <i>not</i> putting out fires of people who haven't purchased their fire permits. This is how the citizens of the county have wanted it, and done so for years. If they wanted either their own fire department or a guaranteed service paid via their county taxes, they'd have made it happen.
Nonetheless, it is 100% the homeowner's fault for not paying for the fire tag.
No, a team of firefighters... fight fires. Uncontrolled fire is unpredictable enough that you can't just let it go crazy over some spat. In fact, that's what happened. The neighbor's field wouldn't have even caught on fire had they responded as professionals and put the house fire out.
Now, if you didn't buy your $75 tag, sure, you should pay for the full $7500 (or whatever) price tag of the action... at some point later. They will in my county, for sure.
Also, I can almost guarantee that some county taxes are supporting the fire house already. $75 x number of residents in your average rural area just isn't going to cut it.

That's demonstrably incorrect, or we would not be having this "heated" discussion.
Your county used to let them burn as well until someone (or the people of the county) chose otherwise. This county clearly has not, and are 100% lucky to even have the ability of the nearby city's firefighter crew. Would it be better if they just stopped all service to the county?
Your last paragraph forgets all the fundraisers your local firefighters have had and continue to have to give you the benefit of having nearby volunteer fire departments. Here's a big county-wide one:

I also cannot stress enough how this is a local matter in a different state. What works fantastic in Ste. Gen. County might work horribly in Obion. That's the beauty of America, and why we should rely less on federal answers (see: Katrina) and more on local ones.
